What we are looking for
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Education Programme Development Manager for Cameroon. The purpose of the role is to design, develop and implement Education programme/project(s) for Cameroon (Northwest, Southwest Regions and Far North). As an Education PDM, you will be responsible for the technical and strategic development of the Education Core Competency (CC), and you will provide strategic direction and quality assurance for NRC programming. You will be responsible for implementation with local partners, mentoring, training and capacity strengthening staff. You will also take a lead role to develop the education portfolio in the country by setting minimum standards and developing relevant tools/procedures, while coordinating the response and actively contributing to advocacy as well as programme design and proposal development for the fundraising of the CC. The following is a brief description of the role.
What you will do
- Develop the Education strategy, technical SoPs / guidelines and Macro Log-frames (MLF) inclusive of partnerships, that are aligned with regional and global strategies and priorities, in coordination with the other Core Competency (CC) Specialists/PDMs.
- Compliance with and adherence to NRC policies, Global Education Strategy, as leading technical document to comply with/ align to, Education tools, handbooks and guidelines.
- Responsible for programme development and roll-out of relevant tools, SOPs and guidelines, as well Define, develop and grow NRC Cameroon's Education programme ensuring that it remains relevant, needs based, and data driven.
- Lead needs Education assessments and response analyses, together with other CCs to ensure synergies and multi-sector responses and advise the Country Programme in appropriate and relevant actions required to new emergencies.
- Lead external coordination engagement with cluster mechanisms and other humanitarian actors.as managing funding proposals, project budgets and donor reports.

What you will bring
- Degree in International Relations, or Social Sciences (Master's degree would be advantageous).
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
- Experience from working in complex and volatile contexts
- Managerial experience with a focus on strategy and programme development desirable
- Technical Education expertise, in particular non-formal education, youth programming and phycological support
- Ability to work effectively in a matrix hierarchical structure with various internal interlocutors and communication lines.
- Documented results related to the position's responsibilities.
- Knowledge and skills in market analysis, cash-based interventions and market-based programmes
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Knowledge of the context in Cameroon and especially Northwest and Southwest is desirable
- Experience with Program/program start-up, exit or similar strategies.
- Good understanding of key technical standards (INEE, SPHERE, HAP, IASC, gender mainstreaming, IHL, humanitarian principles etc.) with the ability to integrate into response programming.
