Background of the ProjectThe Forest Governance Markets & Climate (FGMC2)programme aims to reduce the illegal and unsustainable use of forest resources,while benefitting poor, forest dependent people, especially Indigenous Peopleand Local Communities. It is initially intended to run from 2024-2029, andbuilds on a successful first phase (FGMC1, 2011-24) which provided evidence andstrong foundational partnerships that drove governance reforms and improvedforest stewardship.
FMGC2 provides agile, demand-led technical assistance togovernments seeking to reform their governance systems in order to manage theirforests sustainably or to reduce their forest footprints in producer countries,and other citizens engaged in ensuring effective law enforcement andaccountability in FGMC partners countries.
From 2012-2024, FGMC channelled support forforest governance reform in Cameroon and the consolidation of trade incentivesfor legality and transparency in supply chains including through: co-fundingFAO-EU FLEGT projects, supporting the implementation of the Cameroon-EU VPA,and the awarding of accountable grant schemes to non-state, nonprofitorganisations. As of 2025, support has continued mainly through themobilisation of the Forest Governance Facilitator, and through support forCameroon's participation in the Broader Market Recognition Coalition (BMRC).
This OpportunityThe
Grants and Finance Manager will lead the financialmanagement for the project and funds disbursement for TA delivery in Cameroon.They are responsible for ensuring efficient and effective distribution ofgrants through robust processes.
The Grants & Finance Manager will be a full-time FXTEemployee and will report into the Team leader and may have reportees throughoutthe duration of the Project.
This role requires French and English fluency.Primary ResponsibilitiesFinancialplanning and budgeting
- Lead financial forecasting and system uploads, identifies and corrects errors (budget forecast and Cobra, financial analysis using Costpoint). Financial forecasting is done in close collaboration and with input from the Project Manager and Project Associate
- Review and approve financial transactions, including invoices, expense claims, Field Vouchers and payroll. Working in close collaboration with the Project Associate
- Develop and manage project budgets in alignment with donor requirements and project goals
- Forecast financial needs and ensure adequate cash flow for project activities
- Ensure financial activities comply with donor regulations, contractual obligations and local laws
- Prepare and submit timely financial reports to donors, partners and internal stakeholders
- Track project expenditures against approved budgets
ProcurementManagement
- Lead the procurement of goods and services in accordance with client and company procurement policies
- Manage vendor relationships, contracts, and performance
- Ensure procurement processes are transparent, competitive, and documented
Grant management
- Maintain a strong working relationship with the client to ensure alignment with grant priorities and strategy
- Coordination and management of small number of funds and grants
- Design the programmes Grant Manual in collaboration with the wider team
- Design the Grant cycle process and mechanisms for grant disbursement
- Manage a fund team (if applicable) supporting them in engagement with government agencies, civil society groups, research agencies, financial institutions and relevant private sector firms in order to run due diligence on potential grant recipients
- Provide technical advice and input for continuous context analysis and assessment of local market capacity to identify the most appropriate avenues for interventions
- Work collaboratively and closely with the Team Leader and wider team, ensuring workstreams are aligned
- Coordinate grant windows in accordance with the programme strategy, and lead on market engagement to ensure local stakeholders are aware of, and well-placed to apply for grant opportunities
- Organise and manage call for proposals in collaboration with the client and the Palladium Grants Team
- Facilitate and support the Grants Team in the selection of successful grant applications
- Oversee timely implementation of grants disbursement and project implementation ensuring regular feedback and capturing lessons learned for future allocations
- Adhere to and ensure that all downstream partners are meeting compliance standards ensuring traceability and transparency of grants
- Oversee project specific risk management, working with all stakeholders, ensuring any issues identified result in quick mitigation strategies and/or are escalated as required
Key Competencies
- Proven Grant management of multi-faceted development programmes in Cameroon or a similar context
- Ability and proven track record in cultivating buy-in among a wide variety of programme stakeholders from project inception
- Highly competent in engaging and managing relationships with local partners and stakeholders
- Financial Management skills - proficiency in budgeting, financial reporting, and ensuring financial compliance
- Grants Administration - Expertise in managing entire grants lifecycle, including application, review, due diligence, award, monitoring, and closeout processes
- Process Management with the ability to create and adapt processes to improve efficiency in grant management
- Analytical Skills: Strong ability to analyse data, assess program effectiveness, and make informed decisions
- Excellent organisational skills, attention to detail, and planning skills, demonstrated in professional and high-risk settings
- Excellent written and oral communication skills, and ability to research information and present it concisely to a variety of stakeholders. Both French and English required
- Desirable to have knowledge of forest governance, climate or related field
