CONTEXT AND JUSTIFICATION
To support Cameroon in its initiatives to manage the risks of escalating violence, as well as its decentralization policy, the World Bank has granted the Government of Cameroon a loan of $300 million, or approximately 189 billion CFA francs, for the implementation of the Local Governance and Community Resilience Project (PROLOG). This project combines support for decentralization focused on development commitments while strengthening the resilience capacities of communities, particularly vulnerable households impacted by conflict.
The project's development objective is to improve communities' access to climate-resilient infrastructure and to strengthen local capacity to manage resources and provide services. To achieve this objective, the project is structured around four components:
Component 1: Improvement of community infrastructure and basic services;
Component 2: Improvement of the multi-level governance framework and the capacity of decentralized entities to provide services;
Component 3: Project management, monitoring, and evaluation;
Component 4: The CERC: This component will establish an emergency fund that can be activated in the event of a man-made crisis, a public health crisis, or a natural disaster, by the official declaration of a national emergency, or upon the official request of a member of the Cameroonian government.
To ensure the efficient implementation of these various components, in line with the Project's objectives and to improve the efficiency of resource management, the Project Coordination Unit (PCU) needs six (6) Executive Assistants

 ROLES AND RESPONSIBILITIES
Under the authority of the Regional Coordinator, the Executive Assistant will be under the direct responsibility of the Regional Administrative and Financial Manager, while
collaborating with all staff, his/her main responsibilities are as follows:
     Enter outgoing mail  
     , code it, register it and ensure its dispatch; 
     Register incoming mail and dispatch it within the UCR according to the instructions of the Regional Coordinator;

   Perform document classification and maintain the UCR archives 
     ; Manage assigned inventory;
  Receive external visitors and direct them to the appropriate staff;
     Receive external telephone calls and direct them within the UCR
. II. CANDIDATE PROFILE
The ideal candidate will meet the following requirements:
     Be of Cameroonian nationality; 
     Hold at least a BTS (Advanced Vocational Diploma) in Executive Secretarial Studies, or equivalent;
     Experience in e-documentation and managing documentary databases;
     Excellent command of MS Office, including word processing software ;
     Essential knowledge and mastery of at least one electronic document management software;
     Rigorous, organized, methodical, honest, and committed; Available and able to work in a team.
III. CONTRACT DURATION AND DUTY STATION
Successful candidates will be recruited on a fixed-term contract in accordance with the provisions of Decree 2021/7341/PM of October 13, 2024, which establishes the rules governing the creation, organization, and operation of development programs and projects. In accordance with the provisions of the same decree, the Project will recruit six (6) Executive Assistants for the UCRs (Regional Coordination Units) with remuneration corresponding to the Category 1 project salary scale.
A four-month probationary period will be observed before confirmation.

The position is open for a renewable two-year term, not exceeding the duration of the project.
The position is based in the various Regional Coordination Units (RCUs).
Candidates may choose from the following regions: Far North, North, Adamawa, East, Northwest, and Southwest.
Note: Interested candidates may only choose one region. Choosing two regions may disqualify the candidate.
V. EVALUATION CRITERIA
Applications will be evaluated based on the candidates' experience and qualifications.
The evaluation will be conducted in two stages: The first stage will consist of reviewing the applications, followed by an interview of candidates whose relevant qualifications were identified in the first stage.

The review will consist of evaluating candidates based on their CVs.
Stage 2: Interviews
Candidates shortlisted after the first stage will be interviewed.
The purpose of the interviews will be to:
     Get to know the candidates, their personality, their motivations for the position;
     Validate the information presented in the application file (experience, diploma, skills etc...);
     Ensure that the candidate being interviewed is suitable for the needs and expectations of the project listed in paragraphs II and III above;

  Evaluate candidates to rank them in descending order of qualification and relevance according to pre-established criteria to identify the most suitable candidate to support the project.
VI. APPLICATION FILE COMPOSITION
Applications must be submitted exclusively in electronic format (PDF) via email and must include three files as follows:
     PDF File 1: A detailed cover letter highlighting the candidate's specific skills that will help them succeed in their mission, as well as their collaboration with key stakeholders; PDF File 2:
     A signed curriculum vitae (CV) of the candidate, emphasizing similar experience and including their full contact information (mailing address, telephone, email, etc.);
     PDF File 3:
     Scanned copies of diplomas, consulting contracts, and any other documents demonstrating the candidate's skills/qualifications; Scanned copy of the National Identity Card (CNI) or passport.
Note: No physical files will be accepted at the Project Management Unit (PMU) or the Regional Coordination Units (RCUs). Only electronic files conforming to the above-mentioned format will be evaluated.
 GENERAL PROVISIONS
 Candidates will be selected using the "Individual Consultant Selection" method as described in paragraph 7.36 of the Procurement Regulations for Borrowers under Investment Project Financing, 7th edition, revised in February 2025.
