For our Country Offices in Cameroon and Republic of Congo (RoC), we are looking for a dynamic and committed Senior Risk and Compliance Officer.

Reports to: Country Director

**Location:**Yaoundé or Brazzaville

**Duration:**Two (02) years

Mission of the Department

To ensure a high-performing WWF CCO & WWF RoC with efficient and effective Financial and Accounting operations and systems, as well as sound management of financial resources to deliver conservation activities. The department ensures that an efficient and effective internal control management and solid financial basis are established, supporting the office in ensuring compliance with WWF International policies, donor regulations, and national laws, while identifying and managing operational and strategic risks.

Major Functions

  • Under the Country Director’s supervision, works in collaboration with the Finance & Administration departments and relevant stakeholders to assess the implementation and monitoring of the internal control framework.
  • Supports the Finance & Administration Manager in improving the overall financial management of WWF CCO & WWF RoC hosted projects, reaching and maintaining a high level of performance about the KPIs and Dashboard indicators set out for both countries.
  • Ensures internal control system reviews for field offices are conducted according to an agreed work plan and reports any potential risk to the Country Director.
  • Ensures all WWF CCO & WWF RoC implementing partners comply with WWF standards and that all financial management policies are adhered to in the projects.
  • Ensures effective implementation of all financial policies, procedures, and legal requirements in the Programme Offices, so that policies are adapted where necessary to comply with the national laws.
  • Assists the finance teams in streamlining financial processes and procedures in WWF CCO & WWF RoC and promotes new financial initiatives and requirements.
  • Assesses training and capacity-building needs for finance and key non-finance staff and defines appropriate actions and implementation plans. Assists in conducting training sessions and evaluates their added value.

Major Duties and Responsibilities:

Ensure an environment of effective controls and compliance in WWF CCO & WWF RoC through:

  • Ensuring the WWF CCO & WWF RoC Risk and Management Registers are updated with quarterly follow-up of actions to mitigate identified risks.
  • Ensuring risk mitigation plans are in place.
  • Monitoring project implementation and compliance with WWF International’s policies, procedures, donor requirements, and the risk and control framework.
  • Conducting regular reviews at country field projects to identify control gaps and areas of non-compliance with country policies and procedures.
  • Supporting projects to implement effective processes ensuring full compliance with WWF International policies and procedures.
  • Preparing and coordinating internal/external audits. Leading self-internal audits per the Field Operations Manual (FOM).
  • Supporting coordination of management responses to audit findings.
  • Monitoring the implementation of all audit and compliance reviews in WWF RoC, based on a shared resource framework approved between both countries.
  • Planning at least two self-audits (compliance reviews) per year in WWF RoC, depending on the shared resources framework.
  • Develop and roll out training, tools, and support for the Programme Offices:
  • Propose to top management best practices to improve financial performance in key areas including cost recovery, budgeting and forecasting, balance sheet analysis, and cash flow management.
  • Support initiatives to implement financial best practices in the Programme Offices.
  • Perform other related duties as requested by the Country Director.

Profile:

Required Qualifications

  • Accounting certification (e.g. ACCA, CPA) or master’s degree in international business or finance, or MBA.
  • At least five (05) years of financial and accounting experience.
  • Minimum 02 years of management experience with a proven record of working in multicultural and decentralized teams.
  • Strong knowledge of financial reporting, controls, and budgeting.
  • Experience with implementing new processes and systems.
  • Previous NGO experience and international exposure are assets.
  • Knowledge of the WWF Network is an advantage.

Working relationships

Internal:

  • Works with Project Managers, PAFOs, and Programme Portfolio Finance Supervisors to achieve unit goals.
  • Regular interaction with Regional and International Finance Units.

External:

  • External auditors and consultants.
