Description
Under the direct supervision of Chief of Mission, and in coordination with the Displacement Tracking Matrix (DTM) team in the Regional Office and Headquarters (HQs) as appropriate, the successful candidate will be responsible for supporting and assisting the management and coordination of IOM Emergency and Displacement Tracking Matrix (DTM, a data system monitoring displacement of individuals) programmes in Cameroon. S/he will work particularly in two areas in Cameroon where emergency assistance is currently needed: The Far North Region (from Maroua) and the South and North West Region (from Buea).

Core Functions / Responsibilities

The successful candidate will be responsible for the implementation of emergency and DTM programmes. Currently, IOM has emergency and DTM projects in both regions and is working with national partners to collect data and bring assistance to the most vulnerable populations.

Implement and monitor IOM’s Emergency Response in Cameroon in close coordination with the relevant clusters, relevant Government counterparts, beneficiary communities, IOM technical support teams, and other relevant humanitarian stakeholders and in accordance with Page 1 / 4IOM and Clusters’ standards and guidelines.
Plan, coordinate and supervise all DTM activities in Cameroon in collaboration with the Regional Information Management Unit, head of sub offices and field staff, to ensure efficient and timely implementation of these projects, in accordance with IOM DTM standards and guidelines.
With the technical support of relevant colleagues (Data, GIS staff) and regional staff, ensure that DTM rounds are collected in a timely manner, analysed and stored correctly within the mission.
Ensure DTM Reporting (dashboard, narrative reports, thematic reports) are produced on time and in accordance with IOM DTM Standards and guidelines.
Provide administrative and technical backstopping for DTM and Emergency projects, including:
Monitoring project expenditure and burn rates;
Implementing appropriate internal controls;
Assisting with the coordination of administrative, logistical and human resources activities within the section.
Ensure the recording of supportive documents for Emergency projects, including assessment, beneficiary registration, payment records, etc.
Facilitate the integration of cross-cutting issues such as gender, children and other vulnerable groups in the projects.
As a focal point to the relevant clusters, engage closely and provide technical inputs and support to the clusters as required.
Provide regular input to the reporting unit for donor updates, donor reports, newsletters, etc as needed.
Train and supervise programme support staff throughout the different phases of the projects’ cycle.
Support and monitor the performance of the field office staff assigned to the Emergency and DTM projects.
Undertake duty travel as required, for project site review and other duties of concern to the projects.
Perform any other duties that might be assigned.
