Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers.
The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.
Job Description
The EpiC Cameroon SI/M&E Assistant will report to the SI/M&E Specialist, in each zone, and be responsible for supporting the design and implementation of monitoring and evaluation (M&E) activities (e.g., support data collection, analysis, report template development and preparation). Work with the central, regional/ zonal-level and community based organizations (CBO) M&E staff and government counterparts to provide support and guidance on project M&E activities and on the DoS and Government of Cameroon reporting requirements. This entails monitoring, documenting and analyzing the performance of their community HIV services and activities, ensuring data quality and support continuous quality improvement (CQI). Supports the planning and execution of data-driven project and technical initiatives. Assist with the monitoring of progress towards attainment of objectives and deadlines, reporting results to appropriate reporting platforms. Supports the SI/M&E team in the generation of global evidence and lessons learned from program data, applying expertise in M&E, knowledge management, and operations research..
This position will be based in FHI 360’s offices in Ngaoundere, Cameroon with travel throughout the country.
Job Responsibilities
SI/M&E Systems Support:
Support development and updating of M&E tools and methodologies. Provides basic technical support in the development and dissemination of M&E tools, materials, reports, papers, and intervention for projects.
Support training program for staff and CBOs on data collection and M&E process.
Ensure that the quality of project activities adheres to standard operating procedures (SOPs) by supporting the development and implementation of appropriate mechanisms to ensure quality of all program interventions, including M&E tools logistics and management.
Support CQI activities to identify project bottlenecks and recommend improvements
Data Collection, Data Quality and Management:
Support SI and technical teams, CBOs and districts in their indicator reporting, technical data collection strategies, activities, review, basic analysis and reporting formats.
Support data entry and interoperability from field reports into EpiC project data and national HMIS/ DHIS2 systems and databases.
Support routine data quality assessments and verification exercises at CBO, district and regional levels.
Support CBOs to maintain organized and secure filing systems for M&E.
Provides technical administrative support to workplan preparation and finalization.
Reporting and Analysis:
Work with technical and SI teams in preparing regular and ad-hoc reports, including monthly, quarterly, bi-annual (SAPR), and annual progress reports (APR).
Contribute to the analysis and presentation of data to stakeholders and at data review meetings..
Help prepare summary reports with data visuals on project progress, issues, and lessons learned.
Coordination and Administrative Support:
Support SI coordination with project teams, partners, and other stakeholders to share M&E data to ensure smooth community HIV implementation.
Assist in organizing SI-related meetings, attend project meetings and prepare pre-meeting and post-meeting notes and memos.
Help manage project documentation and administrative tasks as assigned.
Education Qualification/ Skills & Experience
Associate’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, analyses or other relevant disciplines
